They open up exciting new opportunities but may equally jeopardise civil liberties and destabilise society. Policymakers need to take a balanced, and differentiated view on the benefits and risks of digital innovation and strictly adhere to the principle of “same service, same risk, same regulation”.
EU regulation of digital finance should foster a diverse and competitive market, with robust risk management and strong consumer and data protection. This also means reducing EU dependence on ‘too-big-to-fail’ incumbents and ‘Big Tech’ operators.
